晋江市第十八届人民代表大会第五次会议于2026年1月11日在晋江市委党校会堂胜利闭幕。晋江市人大代表们齐聚一堂，共商发展大计、共谋民生福祉。晋江市人大常委、冠达星集团党支部书记、董事长、泉州市冷链行业协会候任会长杨建明出席并在主席台就坐。

The Fifth Session of the 18th People's Congress of Jinjiang City was successfully concluded on January 11, 2026, at the Auditorium of the Jinjiang Municipal Party School. Representatives of the Jinjiang Municipal People's Congress gathered together to discuss development plans and seek common prosperity for the people's livelihood. Yang Jianming, member of the Standing Committee of the Jinjiang Municipal People's Congress, secretary of the Party branch of Guandaxing Group, chairman of the company, and the president-elect of the Quanzhou Cold Chain Industry Association, attended the meeting and sat on the rostrum.

杨建明董事长立足晋江发展实际并结合冠达星在冷链产业的布局实践，提出《关于扶持冷链产业发展 打造晋台冷链产业基地 赋能海洋城市建设的议案》。本议案聚焦晋台冷链产业融合与高质量升级，提出改造老旧厂房配套冷链设施、建设产业园及加工基地；延伸产业链推动两岸企业融合培育龙头、发展精加工产业；优化服务流程提速晋台冷链配套融合。各项建议均精准契合晋江市政府工作方向。

Based on the actual development situation of Jinjiang and combined with the layout practice of Guandaxing in the cold chain industry, Chairman Yang Jianming proposed the "Proposal on Supporting the Development of the Cold Chain Industry, Building a Jinjiang-Taiwan Cold Chain Industry Base, and Empowering the Construction of a Marine City". This proposal focuses on the integration and high-quality upgrading of the Jinjiang-Taiwan cold chain industry, proposing to renovate old factories with supporting cold chain facilities, construct industrial parks and processing bases; extend the industrial chain to promote the integration of enterprises on both sides of the strait, cultivate leading enterprises, and develop the fine processing industry; optimize service processes to accelerate the integration of Jinjiang-Taiwan cold chain supporting facilities. All suggestions are precisely in line with the work direction of the Jinjiang municipal government.
